The National Incident Management System (NIMS)

ICS 100-200, National Response Framework 800, National Incident Management Systems 700 are required for all responders, for NIMS compliance.

The State of North Dakota also offers free or low cost training here

Copies or online access to the ND Statewide Frequency Management Plan and Signal Operating Instructions are available at the Cavalier County Emergency Management Office.
